Augustus probably granted the permission to build these temples during his official visit in 29 BCE.

These ruler cult temples represented a special honor in those times. Roma is the goddess that symbolized the city of Rome.

The Divus (divinized) Julius is Julius Caesar, who was elevated to semi-divine status after his death, and was the adoptive father of the emperor Augustus.
