Kokumin shukusha, public lodges, and Kokumin kyukamura, public vacation villages, are run by local governments to provide low-cost accommodations in parks and vacation areas. They are inexpensive, functional and clean. The rooms, usually Japanese style, are comfortable although architecturally unexciting.

The lodges have a lounge area for coffee and a choice of meals. Public lodges are popular in season, so you may need to make reservations well in advance. Most lodges are equipped with heating and air-conditioning systems. With two meals, public lodges cost between 7000 and 12,000 per person.
